State and local agencies will coordinate around repeat-offender data and priority cases. Progress will be measured by reductions in repeat offenses and safer neighborhoods, not arrest totals.

Step 2: Stabilize Families & Daily Life

Families can’t plan when basic costs and access to care are unstable.

Cost-of-living pressure will be reduced by cutting waste and modernizing state operations. Rapid-access care for addiction, mental health, and urgent non-emergency needs will be expanded statewide.

Services will be coordinated so people aren’t bounced between agencies, reducing emergencies and easing the strain on families and first responders.

Step 3: Build Pathways to Work

Opportunity turns stability into long-term progress.

Direct job pipelines will be connected to employers in construction, trades, healthcare, logistics, and manufacturing. Paid apprenticeships and short-term certifications will be expanded to lead directly to real jobs.

Workforce programs will be funded based on job placement and retention, not enrollment alone. Unnecessary licensing barriers will be reduced.

Step 4: Fix Housing & Neighborhoods

Safe housing strengthens communities.

Abandoned and unsafe properties will be repaired, reused, or removed at scale. Underused buildings will be converted into workforce housing and community-use spaces.

Absentee owners will be held accountable, while reinvestment and rehabilitation will be incentivized to stabilize neighborhoods quickly.

Investment will be focused on infrastructure, advanced manufacturing, logistics corridors, and emerging industries. Small businesses will be supported through faster approvals, simpler rules, and clearer pathways to growth.

Economic development will reach rural, suburban, and urban regions, not just a few major cities.

Clear goals, public timelines, and regular progress updates will be standard. Red tape that delays housing, jobs, and services will be cut.
